  ESTATES AND BUILDING ACTIVITIES 2006-2007
   
 
An area of 54.134 acres comprising class ‘C' Defense lands is placed under the management of the Cantonment Board. Apart from this the Board carries out functions of Municipal administration in an area of 939 acres (approx.) of private land situated within the Cantonment. Unauthorised constructions and encroachments are not permissible within the Cantt. limits. Citizens are advised to desist from involving themselves from such activities.
   
 
In certain areas of Premnagar construction of buildings has been prohibited under the orders of the General Officer Commanding-in-Chief, Central Command.
   
 
Any building to be constructed within the Cantonment area by a person having legal title over the land on which the building is proposed to be constructed, has to be sanctioned by the Board. For this an application under section 179 of the Cantonments Act, 1924 is to be submitted in the Office of the Cantonment Board on the prescribed Form (download Form) along with three copies of the building plan made by any of the approved draftsmen (see list) of the Board. Site inspection charges of Rs.100/- will have to be deposited along with the cost of the prescribed Form (Rs.10/- + Rs.15/- for statistics form ) at the time for submission of the building application in the Office of the Cantonment Board.
   
 

After sanction is accorded to the building application as per the building plan submitted, development charges at the following rates are to be deposited before the issue of sanction of building plan:

Undeveloped area Rs.50/- per sq. mtr. Rs.70/- per sq. mtr.
   
  Some important points for building plans:
   
 
1.

All inquiries including advise on deficiencies in Application/documents are attended across the table by the Assistant Engineer on all working days.

   
2.

Building application forms are supplied on payment by the Store Keeper ( Cost of Rs.10/- + Rs.15/- for statistics form) on all working days.

   
3.
Building application duly filled in along with Plans and other papers are received by the receipt & despatch section on all working days.
   
4.
Decision on building application for sanction of building plan is communicated within a minimum period of 30 days provided that everything is in order. If it is not in order, the period may extend up to any time till the fulfillment of requirement as per provision of Cantonment Act and building byelaws.
   
5.
Validity of sanction given for a plan of 1 year. Extension can be given for two times for one year each after expiry of sanction period of plan.
   
6.
Information regarding commencement of work and the completion certificate/plans will have to be communicated by the applicant as soon as the construction of building is completed.
   
7.
Manner of applying extension - If the construction is not completed within sanctioned period, the applicant may apply for another 1 year extension before expiry of sanctioned period along with the copy of sanction plan. Likewise, 2nd extension of time for 1 year may also be applied before expiry of first extension.
   
8.
Construction shall be carried out in accordance with the sanctioned plan. Deviations shall be dealt with in accordance with laws and shall be liable to be demolished.
   
9.
Every person, who intends to erect a building shall apply for sanction by giving notice in writing as required under section 179 of the Cantonments Act, 1924 to the CEO, Dehradun in such form containing such information as may be prescribed in the building byelaws framed by the Board on this behalf.
   
10.
Every such notice shall be accompanied by such documents and plans as prescribed in the preceding paragraphs.
   
11.
Incomplete building applications, without or having no materials information/documents shall not be entertained unless it is completed in all respect.
