BYELAWS FOR REGULATING THE CONDITIONS SUBJECT TO WHICH LICENCES MAY BE GRANTED TO PERSONS CARRYING ON ANY TRADE OR OCCUPATION FROM WHICH UNWHOLESOME OR OFFENSIVE SMELL ARISES AND TO DELEARS IN HAY OR STRAW, COTTON, THATCHING GRASS, WOOD, COAL OR PETROLEUM IN CASE IN WHICH A LICENSE IS NOT REQUIRED UNDER THE INDIAN PETROLEUM ACT, 1899 OR ANY OTHER INFLAMMABLE MATERIAL, UNDER SECTION 282(16) OF THE CANTONMENTS ACT, 1924 (DATED 09th APRIL 1931)
 
1.
No place within the limits of Dehradun Cantonment shall be used:
 
(i)

for stacking or melting tallow; or

 
(ii)

for boiling nones, offal or blood or drying skins;

 
(iii)

as soap house, oil boiling house, dyeing house or tannery;

 
(iv)

as a brick kiln, pottery or lime-kiln;

 
(v)

as any other manufactory or place of business from which offensive or unwholesome smell arises; or

 
(vi)
as a yard or depot for trade in hay, straw, cotton, thatching grass, wood or coal or petroleum or any other explosive or inflammable material which is not approved of and licensed by the Cantonment Board for trade
 
2.

The license will be in force for one year and the Cantonment Board on application of the license-holder for a further period each year may renew it .

 
3.

The year for the purpose of the license shall be the financial year commencing from April 1st to March 31st, each year.

 
4.
The Cantonment Board shall issue licenses if it considers the place for which license is applied for unobjectionable purpose.
 
5.

Opening of yards for trade in hay, straw, cotton and thatching grass shall not by permitted within 100 yards of the inhabited area.

 
6.

In a yard for trade in wood and coal, which may be licensed by the Cantonment Board in the inhabited area of the Cantonment, the storage shall not exceed 25 cartloads any time.

 
7.

The Cantonment Board reserves to itself the rights for sufficient reasons to refuse suspend or cancel a license so granted. Such refusal suspension or cancellation shall not entitle the licensee to any refund of fees paid on account of such license.

 
8.

The following fees shall be charged for issue or renewal of licenses annually:
